Please note ending time change.Register to participate in a timely hands-on Emergency Response Scenario (ERS)! Bay West, in collaboration with the Minneapolis Fire Department and other emergency personnel, have organized a tabletop presentation and a field exercise during which participants will participate in a simulated structural collapse.
The tabletop exercise, which is open to all conference registrants, will provide an overview and other critical information about the live-action exercise. This session will focus on site safety and information about logistical requirements for the onsite portion. It will be held with the regular conference breakout sessions. All are welcome to attend the tabletop exercise, and for those who register for and plan to participate in the offsite Scenario at the Minneapolis Fire Department Training Center attendance is strongly encouraged.
The afternoon live-action scenario will be conducted at the Minnesota Fire Department Training Center where activities will be organized into three separate "stations". Participants will break into groups and move through three key elements of a structural-collapse scenario, and have ample opportunities to directly engage in these real-life scenarios. Each station will take 45 minutes to complete and a 30-minute critique will follow the complete station rotation.
Command and Control and the Incident Command System (ICS) participants will organize and work with Minneapolis Fire Department personnel to develop an ICS structure to manage the incident. Command, logistics, finance, operations, planning, communications, interagency coordination (fire, environmental, contractors, etc.) and health and safety are ICS elements that participants will actively develop.
Hazard Recognition, Mitigation and Health and Safety participants will physically walk through a simulated structure collapse (demolition debris pile) and identify hazards that need to be accounted for to accommodate search and rescue and hazardous material response. Participants will construct a formal health and safety plan to identify hazards, controls, prescribe personal protective equipment, develop an air monitoring plan, delineate work zones, decontamination needs, etc.
Hazardous Material Removal and Securement participants will get to see first-hand the use of live heavy equipment (crane, loader, backhoe, etc.) in response to a collapsed structure. Participants will develop an understanding of equipment limitations, operator constraints, concrete lifting and rigging difficulties when addressing hazardous material removal. Drums of unknown contents will be pre-placed amongst a debris pile and will require access, securement (over-packing) and removal via heavy equipment hoisting.
At the live-action session you will have ample opportunities to interact with the ERS participants, examine their equipment and share insights on emergency-response techniques.
Bus transportation and box lunches are included for those who register for this optional event.
