Keynote Address: Christine Todd Whitman
Shaping the Future: America’s Environment Today
Monday, September 8, 8:30 a.m.
Whitman served as President George W. Bush’s first administrator of the Environmental Protection Agency from January 2001 until June 2003. Prior to that, she was the 50th governor of New Jersey, serving as the state’s first woman chief executive from 1994 until 2001. As EPA administrator, Whitman promoted environmental improvements such as watershed-based water protection policies, championed regulations requiring non-road diesel engines to reduce sulfur emissions by more than 95 percent, and established the first federal program to promote redevelopment of "brownfields"previously contaminated industrial sites. While governor, Whitman preserved a record amount of New Jersey land as permanent green space and was recognized by the Natural Resources Defense Council for instituting the nation’s most comprehensive beach monitoring system. Today, Whitman is the president of The Whitman Strategy Group, a consulting firm that specializes in government relations, energy and environmental issues.
General Session Addresses: Jeffrey Smoller
The Path to Washington: Grassroots Voices for Change in How America Meets Its Ecological Needs

Smoller is president of the Multi-State Working Group on Environmental Performance (MSWG), a business, government, nongovernment and academic think tank network in 30 states and 20 countries dedicated to promoting discussion on new ways to protect and enhance the environment. Under Smoller, MSWG has promoted attention to a wider view of environmental policy to include energy, ecological and public health. He also is a special assistant to the Wisconsin secretary of natural resources. In this capacity, Smoller works with the University of Wisconsin and other business, government, nongovernment and academic partners on innovative policies affecting economic development, environmental protection and higher education.
Edwin G. Foulke Jr. INVITED!

Foulke is the Assistant Secretary of Labor for Occupational Safety and Health. In this position he leads the Occupational Safety and Health Administration (OSHA) and its staff of more than 2,200 safety and health professionals and investigators. Previously, Foulke was a partner with the law firm of Jackson Lewis, LLP in Greenville, S.C. and Washington, D.C. and chaired the firm’s OSHA practice group. He specialized in occupational safety and health issues, workplace violence risk assessment and prevention, and accident and fatality prevention. From 1990 to 1995, Foulke served on the Occupational Safety and Health Review Commission, an independent federal adjudicatory agency that renders decisions involving workplace safety and health citations arising from OSHA inspections, and chaired the panel for four years beginning in March 1990. Foulke has authored numerous articles on workplace safety and health.
Luncheon Address: Dr. Todd Conklin
Simple Revolutionary Acts: Ideas to Revitalize Yourself and Your Workplace

Dr. Conklin is an expert trainer and nationally recognized speaker who is renowned for his creative and humorous approach to sensitive and difficult topics. He possesses a wealth of diverse training experience from working the last 15 years in the human resource and reliability management and training arena. Dr. Conklin is a deputy group leader of nuclear material information management with an emphasis in organizational development and human reliability at Los Alamos National Laboratory in New Mexico. Dr. Conklin earned a bachel or’s degree in communications from Southwestern College and a master’s degree in interpersonal communication from Fort Hays State University; both schools are in Kansas. He was awarded a doctorate in organizational communication by the University of New Mexico.
Closing Address: Dr. John Howard
World Trade Center Disaster: Health Effects, Compensation Mechanisms and Lessons Learned

Dr. Howard is the director of the U.S. Department of Health and Human Services’ National Institute for Occupational Safety and Health located in Washington, D.C. Previously he served as chief of the Occupational Safety and Health Division of the California Department of Industrial Relations from 1991 through 2002. Dr. Howard received a doctor of medicine from Loyola University of Chicago in 1974, a master’s of public health from the Harvard School of Public Health in 1982, a doctor of law from the University of California at Los Angeles in 1986, and a master’s of law in ad ministrative law from George Washington University in Washington, D.C. in 1987. He is board-certified in internal medicine and occupational medicine. Dr. Howard is admitted to practice medicine and law in California as well as the District of Columbia. He also is a member of the U.S. Supreme Court Bar. Dr. Howard has written numerous articles on occupational health law and policy.
