Carol Foreman Deputy Secretary, Kansas Dept. of Administration As Deputy Secretary, Carol helps the department administer the state’s finances, facilities, personnel and purchasing. She has previously served as the Department’s Director of the Office of Administrative Hearings and administrative law judge in the Dept. of Social and Rehabilitation Services. Carol holds a law degree from Washburn University and a bachelor’s degree from KU. |

Norton N. Bonaparte, Jr. City Manager, Topeka, Kansas As Topeka’s chief executive officer since April 2006, Norton manages 1,400 employees and a $174 million budget. He previously served as city administrator for Plainfield, N.J., city business administrator for Camden, N.J., and has held other municipal management positions. Norton earned an urban studies degree from Worcester Polytechnic Institute and a master’s in public administration from Cornell University. |
 Jones |
Charles Jones Director, KU Public Management Center Charles is director of the KU Public Management Center and a third-term member of the Douglas County Commission. He previously served as Director of Environment for the Kansas Dept. of Health and Environment. Charles has a bachelor’s degree from KU and a master’s of public administration from Harvard University’s Kennedy School of Government. |
The Public Management Center is located on 10th Street, about one quarter mile west of the Statehouse and directly across the street from Topeka High School.
